The society-building power of the Baha'i Faith can be realised through the interaction of raising up vibrant, outward looking communities, promoting the progress of the whole human being, and contributing to meaningful conversations. In this way, the needs of the local population are met.

This process of raising up vibrant outward looking communities involves everyone: individuals, local communities, and administrative bodies.

The settings for this society-building process can be as small as a street, neighbourhood or village, or as large as a wider area in which people live, such as a county. Specific populations with shared characteristics can also work together, even if they are not geographically close.

It is through this 'Institute Process' that the coordinated efforts of the Three Protagonists, in the Three Localities or settings enact the Three Endeavours to fulfill the needs of the population. It is in this way that the Insititute Process facilitates coherence of all the efforts of the three protagonists in community development.
